Norwegian Customs' new Digitoll -requirements

Norwegian Customs will introduce new digital declaration and information requirements on September 15, 2026. The change applies to goods imported into Norway, regardless of the mode of transport. This means that before importing goods into Norway, companies must provide information through the new Digitoll system.

Information must be submitted to the Digitoll system before crossing the border or at the latest at the time of crossing the border. Incomplete or late information can cause delays at the border.

The Digitoll system is provided with the necessary information regarding transportation, customs procedures and shipments, as well as a reference to the customs declaration.

The changes apply to all shipments entering Norway

The new requirements apply to road, air, sea and rail transport. All companies involved in the Norwegian import chain must therefore adapt their operations to the new requirements.

The carrier is responsible for fulfilling the notification and disclosure obligations. The required information can be submitted either by the carrier itself or by a representative acting on its behalf.
