The aim of the PPWR (Packaging and Packaging Waste Regulation) is to reduce packaging waste, promote recycling and reuse, and harmonize packaging requirements across the EU.
PPWR requirements are now being applied
The EU Packaging Regulation entered into force on 11 February 2025, with general application starting on 12 August 2026. However, not all requirements will apply at the same time, as some obligations will take effect at later dates specified in the regulation.
The new requirements cover areas such as packaging recyclability, the use of recycled materials, minimizing packaging weight and volume, and reusability. Additional requirements also apply to packaging labelling, information and documentation.
What does PPWR mean for CHS Group business customers?
Changes to packaging requirements should also be considered as part of international supply chains. Changes in packaging materials and packaging design can affect shipment dimensions, space utilisation, transport efficiency and the amount of packaging waste.
Companies should review the packaging materials they currently use and work with their packaging suppliers to ensure that the required information and compliance documentation are available.
What should companies do now?
• Review the packaging and packaging materials currently in use.
• Check packaging recyclability and compliance with applicable requirements.
• Request the necessary documentation and information from packaging suppliers.
• Consider how packaging changes may affect transportation and supply chain efficiency.
• Check producer responsibility and reporting obligations in the markets where you operate.
National practices and details related to PPWR are still being clarified across EU countries. In Finland, compliance with the packaging regulation is supervised by the Turvallisuus- ja kemikaalivirasto Tukes.
